
Brief on the Project

The Project is implemented during September 2014-March 2015 under P2P „Peer-to-Peer & Innovation Challenge Small Grant Program”, initiated by IOCE – International Organization for Cooperation in Evaluation and funded by Finnish Government and USAID.
The IOCE represents National and Regional Voluntary Organizations of Professional Evaluators (VOPEs) in the Americas, Africa, Australasia, Europe and Commonwealth of Independent States, and the Middle East. It strengthens international evaluation through the exchange of evaluation methods, theories and practice, and promotes good governance and recognition of the value evaluation has in improving peoples’ lives. Its mission is to increase public awareness and globally validate evaluation, and to support VOPEs in contributing to good governance, effective decision making and strengthening the role of civil society.
EvalPartners is the global movement to strengthen evaluation capacities. It was launched in 2012 by the IOCE and UNICEF with initial funding from the Ministry of Foreign Affairs of Finland to create a global Civil Society Organizations (CSO) and Voluntary Organizations for Professional Evaluation (VOPEs) community able to effectively influence policy makers, public opinion and other stakeholders so public policies are based on evidence and incorporate considerations of equity and effectiveness.
RoSE became IOCE Member in 2014 based on its practical experience in developing occupational frameworks in the field of evaluation, by drafting the Occupational Standard, specialized training delivery and promoting the evaluators’ interests on the labor market. These credentials have been considered when it was granted financing for this project, in the context of a high competition. RoSE supports the events organized in 2015 under the heading of International Year of Evaluation (EvalYear).
P2P Support Program launched de EvalPartners supports IOCE Member VOPEs in implementing twinning projects (‘Peer-to-Peer’) to enable sharing of experiences and in implementation of innovative ideas developed by partner VOPEs.
Under the project EVAL COMP-RO-MK RoSE – Romanian Society of Evaluators, provides support to MEN- Macedonian Evaluation Network, for institutional development, in initiation of activities aimed to professionalize the evaluation, to develop joint initiatives and to set up a Network of Expert Evaluators from both countries to share experiences on topics of common interest, including research and technical assistance.
